Overland flooding happens when a river, stream, or accumulated surface water rises above grade and flows into your home. It is typically:

  • Seasonal or event-driven (heavy spring snowmelt, extreme rainfall event).
  • Visible and progressing (water flows across your yard toward the house).
  • Mapped and modeled by FEMA based on topography and historical data.
  • Mitigated by elevation, site regrading, berms, or flood-resistant construction.

Overland floods in the Chicago region occur mainly along the Des Plaines River (Lyons, Summit, Des Plaines, Park Ridge), the Chicago Sanitary and Ship Canal corridor, Salt Creek (parts of Schiller Park, Addison, Northbrook), and smaller tributaries. Alterations to existing homes in flood zones also trigger elevation requirements, depending on the dollar value of the work.

Most existing Chicago homes predate these codes and sit below the BFE. For these homes, implementing drainage mitigation (such as interior or exterior drain tile, sump pump upgrades, and backwater valves) is an effective way to reduce risk without retrofitting to the base flood elevation.

Mortgage and resale implications

A home in a Special Flood Hazard Area must disclose its flood zone status to any buyer and lender. The flood zone designation should be noted during the purchase process; some buyers may request an independent elevation survey or mitigation assessment before proceeding. Properties in mapped flood zones may have different appraisal values depending on mitigation measures in place (such as elevation or drain tile systems). If you are buying a flood-zone property, request documentation of any mitigation work and understand the local sewer risk. If you are selling, full disclosure of the flood zone status and any history of water intrusion is legally required.

Mitigation and drainage planning

A flood zone designation is a signal to invest in site drainage. Even if you are in an unshaded X zone, understanding your property''s elevation relative to street grade, your sewer lateral condition, and your sump pump capacity is essential. Beyond the maps: local drainage and sewer risk

A FEMA flood zone is one input to your overall flood risk. Do not neglect the local factors:

  • Sewer lateral condition and slope. If your basement drain, toilet, or sump pit overflows during a heavy rain, your sewer is likely surcharging. A backwater valve on your lateral (installed at or outside the foundation footprint) will prevent backups.
  • Sump pump and battery backup. If you are not in a mapped zone but your basement fills during heavy rain, a sump with a battery backup (in case of a power outage during a storm) is an inexpensive mitigation step.
